Health care in Spain is not universal: "Although the article in El País does not mention it, the Governments report identified EU residents as one of groups currently excluded from the system. They are excluded on exactly the same basis as the other groups. Therefore the revised system should, in theory at least, offer access to public health care to everyone resident in Spain not just Spanish Nationals. This seems logical and fair since it is taxes of everyone living here, and not Social Contributions, which pay for the service."
